In ISTA 2a can I change the shipping container between each of the 10 drop orientations if it becomes damaged?

We are testing a product to ISTA 2a. During the 10 drops in all orientations, our secondary pack (cardboard) becomes damaged and due to that damage the product becomes damaged by subsequent drops. Is it legitimate to change the secondary pack between drops.
i.e. is the test intended to demonstrate that the product and packaging survives a SINGLE drop in any orientation, or is it required to survive 10 SEQUENTIAL drops in all orientations?
