Project 3B incline impacts are at a different velocity - why?

In most ISTA Procedures the incline-impact velocity requirement is 1.7 m/s, however in Project 3B it's 1.2 m/s. There are companies that utilize incline-impact testing but use 1.0 m/s. Why the difference in velocities?
