What is the difference between ISTA 3A and ISTA 3F?

In the 3A it is individual packaged products in a parcel dilevery system and in 3F it is individual packaged products as part of a non-unitizied load? Does it mean there is a mixed pallet in 3F?

ISTA 3A is a general simulation test for packaged-products traveling through a single-parcel distribution system like UPS, FedEx, DHL, etc. ISTA 3F is a general simulation test for packaged-products weighing less than 100 lbs. shipped as an individual package (not part of a unitized load) from a distribution center to a retail outlet.
