Where does the factor of 5 come from for ISTA Procedure 3E vibration testing when calculating the test time?

The factor of 5 is the maximum recommended time compression ratio for accelerated random vibration testing. For ISTA 3E, the vibration profile has been time compressed to this maximum recommended ratio. In dividing the distance of travel by 5 to find your testing duration an average in-motion travel speed of 60 MPH is assumed.
